At the 1st Meeting of 4th Board of Directors and the 4th Board of Supervisors held on 15 May 2008, the following proposals were examined and approved:

1. to elect Pang Jian as chairman of the 4th Board of Directors
2. to appoint Qu Jingwen as general manager and Cao Ziqing as vice general manager, chief accountant, and secretary of the board of directors
3. to elect Hou Yueming as chairman of the 4th Board of Supervisors
