At the 2007 Annual General Meeting of Shareholders held on 15 May 2008, the following proposals were examined and approved:

1. the 2007 Working Report of the Board of Directors
2. the 2007 Working Report of the Board of Supervisors
3. the 2007 Annual Report and Its Abstract
4. the 2007 Final Accounting Report and 2008 Financial Budget Report
5. the 2007 Profit Distribution Scheme and the issuance of a stock dividend from the company's capital reserve
6. plan for 2008 external guarantees
7. to sign a consignment contract regarding purchase and supply of fuel for 2008
8. to elect Hu Jianmin, Wan Zhenjing , Pan Jiacai as directors of the company
9. to elect Liu Guangchi and Zhang Xingliao as supervisors of the company
10. to revise the Articles of Association of the company
11. to engage China Rightson Yuehua Certified Public Accountants as the company's auditor for 2008
