At the 21st Meeting of the 3rd Board of Directors held on 24 Apr 2008, the following proposals were examined and approved:

1.the company's 1Q 2008 Report
2.to authorise the office of the president to handle equity investments in the conduct of comprehensive operations
Each proposal for a specific equity investment must be submitted to a meeting of the board of directors and to a general meeting of shareholders.

3.to grant one-year lines of credit totaling RMB 1.92 bln to Shanghai International Group Co. Ltd and its subsidiaries
