9th 2008 EGM on 17 Nov 2008

The company plans to convene its 9th 2008 Extraordinary General Meeting of Shareholders on 17 Nov 2008, at which voting on the following proposals will be conducted conventionally from 9:30 am:

1. to sign primary and supplementary contracts for the Huatian Cheng project in inland China
2. to sign an agreement to transfer development and management rights for Huitang Hot Springs International Tourism Area
3. to establish Hunan Middle Huatiancheng Co., Ltd.
4. to upgrade and maintain a previous guarantee agreement on a RMB 50 mln bank loan for Hunan Huatian Photoelectron and INS Technology Co., Ltd., one of its subsidiaries

Shareholders of record on 10 Nov 2008 or their proxies, as well as directors, supervisors, senior managers and lawyers of the company are entitled to attend the meeting.
