49% Acquisition of SEEC Approved

At the 3rd 2008 Extraordinary General Meeting of Shareholders, held on 29 Oct 2008, the following proposals were examined and approved:

1. to revise the the Articles of Association
2. to acquire a 49% stake in Shandong Expressway Engineering Consultants Co., Ltd. (SEEC)
