RMB 3 Bln Medium-term Notes Issue Approved

At the 4th Meeting of the 3rd Board of Directors and the 3rd Meeting of the 3rd Board of Supervisors, both held on 29 Oct 2008, the following proposals were examined and approved:

1. the 3Q 2008 Report
2. a rectification report based on results of an on-site inspection by the Inner Mongolia Securities Supervision and Management Bureau
3. to issue RMB 3 bln worth of medium-term notes with a maturities of 3-5 years

The proposal will be implemented subsequent to approval by a general meeting of shareholders.
