At the 13th Meeting of the 3rd Board of Directors, held on 5 Nov 2008, the following proposals were examined and approved:

1. to revise the Articles of Association

2. to use idle raised funds to supplement working capital for the short-term
3. to convene the 4th 2008 Extraordinary General Meeting of Shareholders on 21 Nov 2008.
