After careful internal inspection, the company has conducted a rectification based upon its rules regarding the corporate governance and possible misappropriation of funds by major shareholders. In compliance with the requirements of the China Securities Regulatory Commission and its Sichuan bureau, the Corporate Governance Rectification Report is hereby issued:

1. the company has improved the professionalism and the working ability of the senior managers
2. the company formulated and then implemented the rectification scheme
The self-inspection report and the corporate governance report were disclosed on the website of the Shenzhen Stock Exchange, following approval at the 10th Meeting of the 4th Board of Directors, held on 11 Jul 2008.

3. in an attempt to improve its corporate governance, the company has revised a variety of rules and measures, in particular, the Administrative Measures for the Five-year Medium-Long Term Plan, the Preliminary Rules for Implementation of Infrastructure Projects, the Management Rules for Construction Projects, Project Tendering and Project Contracts (trial), the Administrative Measures for On-site Supervision, the Administrative Measures for Project Performance, and the Rules for Filing of Construction Projects
All the rules and measures helped accelerate project progress and control project construction risk

4. the company drafted the Administrative Measures for Information Security and Risk
5. the company further strengthened the training of the directors, supervisors and senior managers, and consolidated its corporate governance
