According to a reply from State-owned Assets Supervision and Administration Commission of Shandong Province, the company is entitled to acquire a 49% stake in Shandong Expressway Engineering Consultants Co., Ltd. through the Shandong Property Right Exchange Center for RMB 519,183,000.

Due to the fact that Shandong Expressway Engineering Consultants Co., Ltd. is a wholly-owned subsidiary of the company's controlling shareholder, Shandong Expressway Group Co., Ltd., the above-mentioned stake acquisition constitutes a related-party transaction.
