Notes Issue Prospectus to be Published

At the 24th Extraordinary Meeting of the 3rd Board of Directors, held on 28 Oct 2008, the following proposals were examined and approved:

1. the 3Q 2008 Report
2. the Short-term Financing Notes Issuance Prospectus (draft)
In compliance with the requirements of the National Association of Financial Market Institutional Investors, the company will disclose information related to the prospectuses on both the ChinaMoney website (www.chinamoney.com.cn) and the ChinaBond website (www.chinabond.com.cn).
3. to contribute RMB 20 mln for the purpose of becoming a cooperative partner of the Organizing Committee of the 11th National Games.
