At the 23rd Meeting of the 4th Board of Directors, held on 27 Oct 2008, the following proposals were examined and approved:

1. the 3Q 2008 Report
2. to invest RMB 10 mln in cash to establish a wholly-owned subsidiary in the Tianjin Airport Logistics Processing Area
The newly-established company will be engaged in terminal and access business.

3. pursuant to resolutions of the 19th Meeting of the 3rd Board of Directors, the company plans to boost the registered capital of Chengdu Datang Cable Co., Ltd., a subsidiary of the company, with equipment released from customs supervision (assessed as RMB 2,987,800). Cable Co., Ltd. will increase its capital upon completion of the 2007 long-term incentive plan. Following the capital boost, Cable Co., Ltd.'s registered capital will be RMB 115,196,000 and the company will possess a 98.26% stake.

4. to acquire certain stake in Datang Software Technology Co., Ltd., and Beijing Datang Kaitong Software Technical Service Co., Ltd., from an individual investor, Zhao Jie
5. to retain Shulun Pan Certified Public Accountants as the company's auditors for 2008

The board of directors plans to convene the company's 4th 2008 Extraordinary General Meeting of Shareholders on 13 Nov 2008, at which the aforementioned proposals will be examined and considered for approval.
