At the 3rd Meeting of the 3rd Board of Supervisors, held on 27 Oct 2008, the 3Q 2008 Report and its abstract were examined and approved.

In addition, the board issues the following special remarks in compliance with the Securities Law, Rules for the Compilation and Submission of Information Disclosure by Companies That Offer Securities to the Public (No.13) and Stock Listing Rules of the Shenzhen Stock Exchange:

1. The formulation and examination procedures of the 3Q 2008 Report are in line with relevant PRC laws and regulations, the Articles of Association and the management rules of the company.
2. The content and format of the report are in line with relevant regulations of the China Securities Regulatory Commission and the Shenzhen Stock Exchange. The information disclosed in the report accurately reflects the company's operations and financial condition in 3Q 2008.
3. As of the date of this announcement, the board had not discovered any irregular behavior on the part of individuals who had formulated or examined the report that violated rules on confidentiality.
