At the 33rd Meeting of the 2nd Board of Directors, held on 16 Oct 2008, the following proposals were examined and approved:

1. to increase the registered capital of Langfang Development Zone Rise Sun Architecture Design Co., Ltd., one of the company's wholly-owned subsidiaries, from RMB 1 mln to RMB 4 mln by injecting the RMB 3 mln undistributed net profit of Rise Sun Architecture Design as of 30 Sept 2008 into the share capital

Li Wanle, vice general manager of the company, was authorized to take charge of the capital increase.

2. a proposal to adjust a certain administrative department, according to which the company's former Human Resources Department will be separated into the Recruiting & Training Department and the Personnel Management Department
