100% Purchase of Gangu Qilianshan Cement Approved

At the 2nd 2008 Extraordinary General Meeting of Shareholders, held on 25 Aug 2008, the following proposals were examined and approved:

1. to purchase certain stakes in Pingliang Qilianshan Cement Co., Ltd. and Tianshui Qilianshan Cement Co., Ltd.
2. to purchase a 100% stake in Gangu Qilianshan Cement Co., Ltd.
