Electricity Price Increases by RMB 0.025

According to a notice from the Guangdong Provincial Commodity Price Bureau, prices for on-grid electricity generated by coal-fired units have increased by RMB 0.025 per kWh since 20 Aug 2008, in order to relieve operating difficulties of power generation enterprises and guarantee a normal order of power generation and operations.

Thus, on-grid prices per kWh for electricity generated by existing coal-fired units of the company's subsidiaries including Shenzhen Mawan Power Co., Ltd. (in which the company holds a 73.41% stake, Charterway Limited, a wholly-owned subsidiary of Newton Industrial Limited which is a wholly-owned subsidiary of the company, holds a 6.8% stake, and Sinocity International Ltd., also a wholly-owned subsidiary of Newton Industrial Limited, holds a 5.37% stake), and Shenzhen Guangshen Shajiao "B" Power Co., Ltd. (in which the company holds a 64.77% stake) listed below will be increased to the corresponding levels:

1. Unit #1 and #2 of Shenzhen Mawan Power Co., Ltd.: RMB 0.4951
2. Unit #3 and #4 of Shenzhen Mawan Power Co., Ltd.: RMB 0.5583
3. Unit #5 of Shenzhen Mawan Power Co., Ltd.: RMB 0.5557
4: Unit #6 of Shenzhen Mawan Power Co., Ltd.: RMB 0.5042
5. Shenzhen Guangshen Shajiao "B" Power Co., Ltd.: RMB 0.4750

According to the electricity output plan for 2008, the sales revenue of the company for 2008 is projected to increase by RMB 110 mln, which will positively influence the 2008 financial results of the company.
