At the 33rd Meeting of the 3rd Board of Directors, held on 19 Sept 2008, a proposal was examined and approved to issue up to RMB 2 bln worth of short-term financing bills to institutional investors in the national inter-bank bond market at a rate of no more than the current benchmark bank rate.

The board of directors plans to convene the 3rd 2008 Extraordinary General Meeting of Shareholders on 7 Oct 2008, at which the aforementioned proposal will be examined and considered for approval.
