At the 4th Extraordinary General Meeting of Shareholders, held on 9 Sept 2008, the following proposals were examined and approved:

1. to distribute a stock dividend from the company's capital reserve and to revise certain items in the Articles of Association accordingly
The company plans to distribute a stock dividend of 10 shares for every 10 shares held, based on 525 mln total shares outstanding.

2. to increase the maximum amount of cross-guarantees between the company and Nanjing Chixia Development Group Co., Ltd., the controlling shareholder of the company
