Pursuant to a a commitment letter received on 11 Aug 2008 from the Urumqi State-owned Assets Management Co., Ltd., the controlling shareholder of the company, stating that the Management Co. will extend the lock-up period on the company's 119,648,599 restricted shares that it holds, which were scheduled to be released as of 29 Mar 2009, for two additional years. In other words, the controlling shareholder will not sell the above-mentioned 119,648,599 restricted shares on the secondary market prior to 29 Mar 2011.
