Remarks of Independent Directors

Pursuant to a notice from the China Securities Regulatory Commission, Jiangsu bureau, the Report on Rectification of Corporate Governance covering a period from 1 Jan 2007 to 30 Jun 2008 was completed by the company. Independent directors of the company issued the following special remarks in compliance with relevant regulations:

1. Flow of operational funds between the company and related parties is normal and there are no irregular activities forbidden by Article 56.
2. According to the Articles of Association of the company and the Listing Rules of the Shenzhen Stock Exchange, there are no significant undisclosed issues related to the possible misappropriation of funds.
3. There is no misappropriation of funds by major shareholders or related parties.
