Performance Affected by Insufficient Environmental Protection

Shenzhen Guangshen Shajiao (B) Power Co. Ltd, in which the company holds a 64.77% stake, has been penalised by relevant authorities for its desulphurisation equipment which will reduce the that balance sheet RMB 10 mln. The company has yet to receive notice regarding the penalty.

According to related provisions of the State Council of the People's Republic of China on energy conservation and emission reduction, and related audits, the Ministry of Environmental Protection of the People's Republic of China, together with the National Development and Reform Commission, the National Bureau of Statistics of China, and the Ministry of Supervision of the People's Republic of China, completed the 2007 Audit on Energy Conservation and Emission Reduction Report covering all provinces and power groups. The Ministry of Environmental Protection has published decisions related to areas and enterprises with problems on its website.

Two 350MW coal-fired units in Guangshen Shajiao (B) were put into operation in April and November 1987. In 2004, the desulphurisation improvement of the units was contracted out on the open tender platform of the Shenzhen government. At the end of 2006 and the beginning of 2007, both units successfully completed a 168-hour trial operation and were subsequently put into operations.

Due to certain operational deficiencies, related environmental protection authorities demanded the above-mentioned units to be modified in October 2007.

The average usage of both units were 93% in 1H 2008, with actual efficiency of each unit, 90.01% and 91.21% respectively, which meets national environmental protection requirements.
